Can we explicit this when registering the runner instead of having to
access the WebUI?

$ gitlab-runner register --help

   --run-untagged
     Register to run untagged builds; defaults to 'true'
     when 'tag-list' is empty [$REGISTER_RUN_UNTAGGED]
