panic() calls console_verbose() before calling

  pr_emerg("Kernel panic - not syncing: %s\n", buf);

line. Then, someone might have changed console_loglevel enough to
suppress printk() output.

Maybe try running with "ignore_loglevel" kernel command line option added?
