This systemd rule is wrong, and I will to post a PR for it, but as
I said in the cover letter, I want to address these issues one by one.
If DM_UDEV_DISABLE_OTHER_RULES_FLAG=1, systemd should import
SYSTEMD_READY from the db rather than set it to 0.
