If your software isn't running, then what software issues the
Get-String-Descriptor request for string descriptor 4 that causes the EPROTO
error?

If the same packets are present with or without your software, then your
software isn't sending any packets.  Is this really what you mean?

In any case, the EPROTO error is caused by the code running on the phone.  I
can't give you much advice about that.
