X86_FEATURE_SGX_LC reflects whether or not the CPU supports SGX Launch
Control, i.e. enumerates the existence of IA32_FEATURE_CONTROL's
SGX_LE_WR bit and the IA32_SGXLEPUBKEYHASH MSRs.
