No, there's 2 flags in play here, the label flags and the device
flags. The NDD_NOBLK device flag filters consideration of the
NSLABEL_FLAG_LOCAL label flag.

Maybe, but that would be an independent follow-on, it's not a common
operation and CXL has no concept of BLK mode. It would just be a
cleanup for legacy code.
