This is producing

 [env:warn] [pid 248632] AH01506: PassEnv variable GIT_TEST_SIDEBAND_ALL was undefined

when tests are run with "prove".

Should we set the envvar unconditionally in lib-httpd.sh?

Thanks,
Jonathan
