Rebase of the remaining hpd cleanup series. Almost started
merging from the start but then realized some dg1 stuff landed
which needed some tweaking. So figured best repost the whole thing
one more time.

Only a few patches missing and r-b I think.

Main changes since last time:
- dg1 changes
- updated the rkl port->hpd pin function as well
- Lucas's HOTPLUG_MASK rename
