This is pretty much the same as before except it addresses comments from
ickle and jbarnes.  

The params to tell userspace what is supported by the driver is now the
last commit and has been squashed in with a related change I made to the
params

All deinit chas been hanged to fini rename. Bad habit leftover from my
WinCE days.

Bad verbage: i915_context_handle_binding()->i915_context_bind_ppgtt()
