If this RTC is not battery backed, it seems like it ought to be disabled
in this board's device tree.

Yes, we can do that.

I wonder about that.  I think it would make more sense to disable the
useless RTC so there's no need to treat this board specially in
userland.

Actually we consider missing hardware support as severity 'important'.
