Add API's to configure and manage VF's on an Intel 82559 NIC.

add rte_pmd_ixgbe_set_vf_vlan_anti_spoof function.
add rte_pmd_ixgbe_set_vf_mac_anti_spoof function.
add rte_pmd_ixgbe_set_vf_stripq function.
