rcutorture: Add KCSAN stubs

This commit adds stubs for KCSAN's data_race(), ASSERT_EXCLUSIVE_WRITER(),
and ASSERT_EXCLUSIVE_ACCESS() macros to allow code using these macros to
move ahead.
