Add documentation for two bad signal integrity substates:
ETHTOOL_LINK_EXT_SUBSTATE_BSI_SERDES_REFERENCE_CLOCK_LOST
ETHTOOL_LINK_EXT_SUBSTATE_BSI_SERDES_ALOS.
