Read netpoll_send_skb()

...

				if (!netif_queue_stopped(dev))

				netpoll_poll(np);

				udelay(USEC_PER_POLL);
			}
			netif_tx_unlock(dev);

netpoll_poll() allows device to try and cleanup transmit resources.
