[PATCH 13/13] OMAP4 clock: drop the ALWAYS_ENABLED clock flag

Get rid of the ALWAYS_ENABLED clock flag - it doesn't actually do anything.
(The OMAP4 clock autogeneration scripts have been updated accordingly.)
