Hmm, are you sure that this is not a bug? Since -20 is the highest priority for a process, it does not make much sense to run all root processes like that. Also the nice value gets inherited via fork, so it may be that if you are connecting to the machine via ssh the ssh process gets priority so that the machine stays responsive even under load, which is inherited by the shell and then inherited by the test.
