This adds the framework to test the virtio-iommu-pci device
and tests exercising the attach/detach, map/unmap API.

To run the tests:
make tests/qos-test
QTEST_QEMU_BINARY=x86_64-softmmu/qemu-system-x86_64 tests/qos-test V=1
