Auto discharge circuits kick in only when vbus decays and reaches
VBUS_SINK_DISCONNECT_THRESHOLD threshold. Enable bleed discharge to
discharge vbus to VBUS_SINK_DISCONNECT_THRESHOLD upon disconnect.
