Yes, the removal was on purpose: since gcc >= 4.8 is not guaranteed (with a check in dependencies.sh), BR2_HOST_GCC_AT_LEAST_4_8 would always be 'y'; there is no advantage to having a variable always set to 'y', so we dropped it.
