We can detect how may GT tiles are available by reading a register on the root tile. The same register returns the tile ID on all tiles. v2: - Include some additional refactor that didn't get squashed in properly on v1. v3: - Move the PCI BAR size assertion into the non-gt0 code since we're only really trying to check it on multi-tile platforms (and on old pre-gen9 platforms the BAR size is less than 16MB so the assertion would have failed there).
