ioctl(2) and ftruncate(2) operations on files opened with O_PATH
should always return EBADF, independent of the
LANDLOCK_ACCESS_FS_TRUNCATE and LANDLOCK_ACCESS_FS_IOCTL access rights
in that file hierarchy.
