CONFIG_PREEMPT_VOLUNTARY=y
# CONFIG_PREEMPT is not set

  the patch ("sched/core: simpler function for sched_exec migration") only is on if CONFIG_PREEMPT_NONE=y,
so it doesn't cause the panic when CONFIG_PREEMPT_VOLUNTARY=y.
