Sigh, I meant:

The ordering between Tcg2Dxe and external UEFI_DRIVER / UEFI_APPLICATION
modules is ensured *by the fact* that Tcg2Dxe will be dispatched in the
DXE phase, while the latter will only be loaded in BDS.
