With new xl disk configuration is not possible set empty cdrom

disk=['/mnt/vm/disks/XP.disk1.xm,raw,hda,rw',',raw,hdb,ro,cdrom']

xl create /etc/xen/XP.cfg
Parsing config file /etc/xen/XP.cfg
libxl: error: libxl_device.c:197:libxl__device_disk_set_backend: Disk 
vdev=hdb failed to stat: : No such file or directory
libxl: error: libxl_dm.c:1045:libxl__destroy_device_model: Couldn't find 
device model's pid: No such file or directory
libxl: error: libxl.c:1094:libxl_domain_destroy: 
libxl__destroy_device_model failed for 8

Now xl cd-insert/cd-eject are not working
xl cd-insert is not possible without empty cdrom and cd-eject fail for 
error on setting of empty cdrom

xl cd-eject XP hdc
command line: config parsing error in disk specification: unknown value 
for format: near `hdc:cdrom' in `,hdc:cdrom,r'

Tips on how to solve the problem?
