So this card likely needs special steps to trigger a reset. Then only
the vendor can help.

Check /proc/interrupts for other users of IRQ 11. Disable them as a
first try.

What would also be interesting is the output of qemu-kvm 1.1 regarding
why the card still doesn't work. Did it change?
