I don't think it will race with any body.
I think ACCESS_ONCE(full_sysidle_state) = RCU_SYSIDLE_LONG is enough.

note:
rcu_sysidle_force_exit() doesn't change full_sysidle_state if it is RCU_SYSIDLE_SHORT.
