Thanks Stephen,

There's obviously a difference in our .configs.  I have a global conservative
directory, ie) /sys/devices/system/cpu/cpufreq/conservative instead of a per-cpu
governor file.

ie) what are your .config options for CPUFREQ?

Mine are:
