After this commit, a 'make allmodconfig' fails due to a missing export.

cpufreq: qcom: Update the bandwidth levels on frequency change
ERROR: modpost: "dev_pm_opp_adjust_voltage" [drivers/cpufreq/qcom-cpufreq-hw.ko] undefined!
Provide the export.
