Could you factor this out in a separate function?  It would probably be 
useful to have a general-purpose function

   reggroup *reggroup_find (struct gdbarch *gdbarch, const char *name);

Which you could then use here

   if (reggroup_find (...) == NULL)
     {
       // Create group
     }
