/lib/udev/firmware.agent does this:

FIRMWARE_DIRS="/lib/firmware/$(uname -r) /lib/firmware /usr/local/lib/firmware /usr/lib/hotplug/firmware"

for DIR in $FIRMWARE_DIRS; do
    [ -e "$DIR/$FIRMWARE" ] || continue
