I believe that's to allow the TPMv1 format.

The idea is that the TPMv1 TCPA_KEY structure goes in a single OCTET-
STRING in the 'privkey' field of the new format, using the OID
2.23.133.10.1 as the 'type' field.

I made the original openssl_tpm_engine store just that same OCTET-
STRING in a '-----BEGIN TSS KEY BLOB-----' PEM format, but for TPMv2 we
needed the additional structure.
