Atheros cards have an EEPROM value for a regulatory domain which is
always used, regardless of what you tell cfg80211 with 'iw reg set',
'iw reg set' will just help compliance further.

No. You can only do this by trying to take the card out of compliance
purposely or unknowingly in software.
