That failure is quite surprising ... Does anything modify the gtk+3 recipe or configuration? Otherwise I don't see how gtk+3 could avoid providing gdk-x11-3.0.pc in a situation where matchbox-panel would still try to build. I think this could happen e.g. if you have "x11" in distro features but force gtk+3 to build without x11 packageconfig.
