Another issue is that whatever solution ends up being merged it needs to be understandable by a human. I remember I ripped out a large chunk multilib-related renaming of packages (probably dealing with the same issue) when transitioning from rpm5 to rpm4, and the reason was, essentially, that I was not able to understand what the code is doing and why.
