It looks like &YOCTO_DOC_VERSION wasn't substituted for 4.0 above.
 
In the HTML page it is fine, the &YOCTO_DOC_VERSION is 4.0

In the dev version the &YOCTO_DOC_VERSION is not replaced by dev
