the only relevant items here are acpi=3Doff and amdgpu.dpm=3D0.  Did you te=
st them
independently or just together?  setting dpm=3D0 is irrelevant if acpi=3Dof=
f since
there will be no resource restrictions.  You need to test them independentl=
y.

looks like the same issue as yours.  PCI resources not getting assigned.
