Since retpoline capable compilers are widely available, make
CONFIG_RETPOLINE hard depend on it. This is achieved by breaking
the build early and showing an error like below:

"arch/x86/Makefile:226: *** You are building kernel with non-retpoline
compiler, please update your compiler..  Stop."

x86/retpoline: Make CONFIG_RETPOLINE depend on compiler support

Since retpoline capable compilers are widely available, make
CONFIG_RETPOLINE hard depend on the compiler capability.

Break the build when CONFIG_RETPOLINE is enabled and the compiler does not
support it. Emit an error message in that case:

 "arch/x86/Makefile:226: *** You are building kernel with non-retpoline
  compiler, please update your compiler..  Stop."

I think it's fine to apply it only to 4.19 and 4.14. It's not
imperative that the older kernels get it. People building those kernels
should already have their tools in place; it's not like we expect *new*
users of ancient kernels, who will be tripped up by this.
