I see we need rdma-core v15 atleast for mlx5 pmd (where as the version 
available in RHEL 7.4 is v13).

Similar dependency might be there for mlx4 as well. So I think it is not 
possible to compile it in RHEL 7.4 without dependent
rpms upgraded.
