They are from make allyesconfig with certain config files, such as
ixp2000_defconfig or footbridge_defconfig. For example,
% cp arch/arm/configs/footbridge_defconfig .config
% KCONFIG_ALLCONFIG=.config make ARCH=arm allyesconfig
