Add vcn2.5 dpg mode/dpg pause mode/dpg sram mode to support
acturus IFM(instruction fetch monitor) work around.

v2: Correct firmware ucode index in vcn_v2_5_mc_resume_dpg_mode
v3: Share multiple instance indirect DPG SRAM mode support for vcn2
