Buildroot 2022.08.3 is a bugfix release, fixing a number of important /
security related issues discovered since the 2022.08.2 release.

- Security fixes for asterisk, dovecot, exim, freerdp, git, heimdal,
  libarchive, libkrb5, libksba, netsnmp, nginx, nodejs, python3, samba4,
  sdl, sysstat, systemd, vim, vlc, xen, xterm

- Fixes for download/compilation/runtime/license issues in dash, edk2,
  edk2-platforms, elf2flt, gcc, gdb, gnupg2, iwd, kodi, libmdbx,
  libopenssl, matchbox-keyboard, memcached, openpgm, optee-client,
  python-scipy, rsync, rtl8723bu, sdl2, swupdate, uboot, wilc-driver
