[PATCH v2 4/7] KVM: VMX: RTIT_CTL_BRANCH_EN has no dependency on other CPUID bit

Per Intel SDM, RTIT_CTL_BRANCH_EN bit has no dependency on any CPUID
leaf 0x14.
