[RFCv1 0/1] Odroid C2: Enable DVFS for cpu

This patch enable DVFS on GXBB Odroid C2.

DVFS has been tested by running the arm64 cpuburn

[RFCv1 1/1] arm64: dts: meson: odroid-c2: Enable SCPI DVFS for cpu

Enable System Control and Power Interface, DVFS for cpu
with setting 1.54 GHz as max freq in the initial SCPI tables
loaded by the BL2, i.e. packed with U-Boot.
