The Berlin SATA PHY drives the PHY related to the SATA interface. Add
the corresponding documentation.

+- clocks: reference to the clock entry
+
+Sub-nodes:
+Each PHY should be represented as a sub-node.
+
+Sub-nodes required properties:
+- reg: the PHY number
+
