I disagree. What happens if you do:

$ make ARCH=arm64 CROSS_COMPILE=x86_64-linux-gnu-

on your x86 box?

'fraid not, since I don't have one to hand. I think you'd end up matching
arm*-gcc, which is pretty broad.
