Add support for the 4 PWM channels provided by the 16-bit Timer Pulse
Unit on R-Car H2, by adding a device node describing the TPU.

Tested with PWM sysfs and a logic analyzer on the Lager development
board using DT overlays available from [1].
To be queued in renesas-devel-for-v6.4.
