I suspect you are suffering from corrupt RCU.aux (or whatever other
intermediate files xelatex generates).

What happens you run

    $ make cleandocs

before

    $ make SPHINXDIRS=RCU LATEXOPTS="-interaction=interactive" pdfdocs

?
