The fanotify event merge key is the object id reduced to 32bit hash. At the moment, both inotify and fanotify still use a single notification list. At the moment, reading events from the hashed queue is not by event insertion order. A non-empty list is read until it is empty. The max events limit is accounted for total events in all lists.
