Because it is SMBus only. I agree that the current code layout is confusing. I will try to move the whole host-notify support to i2c-smbus in the next cycle. Yes, that means that one needs to select I2C_SMBUS in the config, too (unless you want to 'select' it with your driver). But most people won't need it so they can compile it away.
