Drivers should do only device-specific jobs. But in general, drivers using
legacy PCI PM framework for .suspend()/.resume() have to manage many PCI
PM-related tasks themselves which can be done by PCI Core itself. This
brings extra load on the driver and it directly calls PCI helper functions
to handle them.

Switch to the new generic framework by updating function signatures and
define a "struct dev_pm_ops" variable to bind PM callbacks. Also, remove
unnecessary calls to the PCI Helper functions along with the legacy
.suspend & .resume bindings.

The ata_pci_device_suspend() and ata_pci_device_resume(), declared in
include/linux/libata.h and defined in drivers/ata/libata-core.c, are
external and were exported. Those were then used by other source files.

Now,
- ata_pci_device_suspend() had a "pm_message_t" type parameter
  as per legacy PCI PM framework that got deprecated in generic.
- Rename the callback as ata_pci_device_suspend_late() and preserve the
  parameter.
- Define 3 new callbacks as:
	* ata_pci_device_suspend()
	* ata_pci_device_freeze()
	* ata_pci_device_hibernate()
  which in turn call ata_pci_device_suspend_late() by passing appropriate
  value for "pm_message_t" type parameter.
- Bind the callbacks in "struct dev_pm_ops" type variable
  "ata_pci_device_pm_ops" and export it.

There are 2 categories of drivers using include/linux/libata.h, with
special case:
	1) - Using ata_pci_device_suspend/resume()
	2) - Using ata_pci_device_suspend() and define their own .resume()

Category 1 - Simply use "ata_pci_device_pm_ops" variable.
Category 2 - Define a new macro "ATA_SIMPLE_DEV_PM_OPS" in
	     include/linux/libata.h which binds:
		* ata_pci_device_suspend() with .suspend
		* ata_pci_device_freeze() with .freeze
		* ata_pci_device-hibernate() with .poweroff
	     and driver's callback with .resume, .thaw & .restore
